Rammeaftalen – Framework Agreement – Version 7
The new Payment Service Directive (PSD-2), implemented in Denmark through a new Payment law (Betalingslov # 652, June 8th 2017) has made it possible to offer other price points than previously.
The 4 mobile operators in Denmark have agreed to implement that you can charge up to 50 € per transaction and 4T has implemented a 300 € monthly spending limit per End User across all operators and customer types.
The new price points are available on most use cases (service types and End User types). Please have a look at chapter 9, to explore the new opportunities.
Other changes:
- Chapter 12.4: Financial Services.
- we have seen some fraud attempts where End User will try to move money out of the eco system. Eg. top-down to bank accounts etc. These types of services are not welcome, and it is the responsibility of the company having a Agreement for Premium SMS with 4T, to make sure that no such fraud can exist within their value chain.
- Chapter 13.1.2: Continuous subscriptions with online sign on (WEB, Facebook etc.) or sign on with physical presence
- we have seen some cases where wrong MSISDNs where used when signing on to a service (fraud or just plain harrassment), It is the responsibility of a Content Provider to make sure that the correct MSISDN is used when charging an End User. We recommend that a control SMS is send/received before the first transaction. The Content Provider should be able to provide proof on control SMS in case of later customer complaint.

The new Framework Agreement is active as of October 10th 2018.
Any necessary changes must be implemented by Content Providers no later than January 1st 2019.
